The 糖心logo鈥檚 (PBC) Board of Commissioners approved thirty (30) firms to provide Job Order Contracting (JOC) services at its January 14, 2025, Board Meeting.听 The action expanded the pre-approved firms available for the PBC鈥檚 JOC Program (the Program).听 The PBC established a value-based three tier approach that promotes and encourages firms of all sizes to participate, particularly Minority Business Enterprise (MBE) and Women Business Enterprise (WBE) firms.
“This expansion of opportunities for MBE’s and WBE’s is an expression of our commitment to equitably growing our city and creating opportunities for all communities,” Mayor Johnson said. “I commend PBC as well as the participating firms for their leadership in fostering equitable development. This Program ensures that firms of all sizes can thrive while helping to build a better, stronger, and safer Chicago.”
The Program allows for the use of pre-approved firms to perform a wide variety of work, including civil, renovation, repair, site development and new construction work. The Program streamlines delivery by mitigating administrative costs and project timelines, while expanding the pool of firms available to work on PBC projects.
鈥淯nder the leadership and guidance of our Chairman, Mayor Brandon Johnson, and the Board of Commissioners, PBC has had great success delivering projects on behalf of its Municipal and County partners utilizing this approach鈥, Ray Giderof, PBC鈥檚 Executive Director said. 鈥淭he Program is another example of PBC鈥檚 commitment to economic growth through collaborative project delivery methods. The value-based three-tier approach promotes and encourages firms, particularly MBE and WBE firms, to participate in the Program. The key to our continued success relies on providing opportunities and empowering firms to grow and increase capacity.鈥
Of the thirty approved firms, a total of twenty, or 66%, are MBE, WBE, and/or MBE and WBE firms. A total of four firms advanced from their previous tier designation, and twenty firms are new to the Program. The approved firms demonstrated recent and relevant construction and/or renovation experience, technical competence and a commitment to maximizing the participation of Minority and Women Business Enterprises.

In November 2024, PBC issued a Request for Proposals for Job Order Contracting Services and hosted a Pre-Submittal Conference.听 The purpose of the session was to provide an overview of the PBC鈥檚 JOC Program and to create a forum identifying potential contracting opportunities.
鈥淎s a public developer, we want the JOC Program to reflect the diversity in the construction industry, including firms of varying sizes,鈥 Giderof said. 鈥淭hrough this and future actions, PBC continues its commitment to provide opportunities for businesses to grow and expand.鈥漈he PBC will enter into a master term agreement with each firm for an estimated annual amount of $6,000,000 for a term of four years with two one-year extensions.
